Sample claim of the capital city allowance (Hauptstadtzulage)

Dear colleagues,

ver.di has already provided detailed information that the claim for the Hauptstadtzulage (capital city allowance) must be submitted in writing. This is essential to ensure your entitlement is protected and not subject to expiration under the collective bargaining agreement’s limitation periods in the event of a legal dispute.

There have been some questions regarding the proper submission of the claim:

For legal purposes, it is crucial to have proof that your claim has been received by the responsible department. Verbal submissions or forwarding the written claim to supervisors are not sufficient. While declarations from the university’s executive board indicating that the allowance will be applied retroactively even without individual claims are appreciated, they may not hold legal weight in a dispute.  ver.di therefore strongly recommends submitting a written claim.

We recommend the following procedure:

Step 1: Add the following recipient to the sample notice of the claim and print it:

Step 2: Sign the claim by hand and scan the signed document. Send the scan via e-mail using the following text to:

personal@fu-berlin.de

Dear Sir or Madam,

I am sending you the attached claim for the capital city allowance, which I have also sent to you by registered post.

Yours sincerely,

Step 3: Please also send the original signed claim by registered mail to:

Step 4: Keep both the e-mail confirmation and the registered mail receipt in a safe place as proof of submission.

You may alternatively print the claim twice, sign both copies, and deliver them personally to the Human Resources Office (Rudeloffweg 25/27 14195 Berlin). Ask for one copy to be stamped and returned to you as confirmation of receipt. This will also provide you with proof that the claim has reached the HR department.

Please assist your colleagues who do not speak German. The claim must be submitted in German and in accordance with these instructions.
